A little while ago, when we released our passive board designs, we mentioned we had been working on a different board originally, but had a query in to FIRST. We now have a response, and we have been informed that the expansion board with the powered PWM outputs and buck circuit is, in fact, classified as an ACTIVE BOARD due to its ability to control and provide power to active devices like servos. Because of this, it would have to go through the approval process detailed here before the design can be used by teams. 
What are you really saying?
The approval process is pretty involved. With limited time to get the details worked out and many other projects in the works, we’re doubtful we will get this board approved for other teams to buy and use. We are, however, still getting the active board made to test and keep on hand in case rules change in the future.
So what now?
Hopefully in the future we can find a good excuse for more LEDs a useful board that falls within the rules, which we can make available for all teams. Meanwhile, it was a great learning exercise!
